AN ACT CONCERNING MENTAL HEALTH TRAINING IN STATE AND LOCAL POLICE TRAINING PROGRAMS AND THE AVAILABILITY OF PROVIDERS OF MENTAL HEALTH SERVICES ON AN ON-CALL BASIS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Section 7-294r of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2016):

[On and after October 1, 2014, (1) each] Each police basic or review training program conducted or administered by the Division of State Police within the Department of Emergency Services and Public Protection, the Police Officer Standards and Training Council, established under section 7-294b, or a municipal police department in the state shall include a course of not less than two hours on handling incidents involving (1) an individual affected with a serious mental illness, and (2) [each review training program conducted by such agencies shall make provisions for such a course] an individual affected with a developmental disability.

Sec. 2. (NEW) (Effective October 1, 2016) Not later than October 1, 2017, each municipality shall, within available appropriations, employ or contract for the services of at least one provider of mental health services who is (1) experienced in working with individuals affected with a serious mental illness and individuals affected with a developmental disability, and (2) available on an on-call basis, twenty-four hours a day, seven days a week, to advise or accompany any police officer of the municipality’s police department who requests assistance in responding to an incident involving such an individual. Such municipal police department may also utilize the provider’s services on a ride-along when the department anticipates an officer will encounter such an individual during the officer’s shift. For purposes of this section, “ride-along” means an arrangement for the provider of mental health services to accompany a police officer while such officer is on patrol in a police vehicle.
